Arnold formed in 1972 from six older settlements and is now the largest city in Jefferson County, nearly built out within its boundaries. Population moved from 19,141 in 1980 to 20,858 in 2020, an older housing stock than the newer subdivisions further north in the metro.

Arnold is the one city on this list where being licensed and established isn't a marketing line, it's the entry requirement.

The City of Arnold states it plainly: only city-licensed contractors may work here. That license runs through the City Clerk's office, requires an application, a fee, and proof of insurance. Fees are based on cost of construction; the city recommends applying at least two weeks before your start date, with a one- to two-week processing window.

On the roofing side, city code defines a repair as replacing up to roughly one bundle of shingles, about 25. Beyond that, it's a replacement, which changes what's required. A straightforward like-for-like patch generally doesn't need a permit; changing materials or a larger job does.
