What St. Peters actually requires
The city's Residential Re-Roofing Requirements, last revised March 2024, spells out three permit triggers: more than 25 percent of the sheathing needs replacing, the roof covering material is changing, or the existing board sheathing has gaps too wide to code. Outside those three, no permit, though the code still applies.
One detail surprises people: St. Peters amended its adopted code so an ice barrier isn't required here, unlike most jurisdictions. That doesn't mean skip it everywhere. North-facing slopes, low-pitch sections, and eaves over unheated space still benefit from one, and we'll flag it when your roof has those conditions rather than sell it as a blanket add-on. Full tear-off is required, with one narrow exception for a single sound existing layer. Underlayment is two layers on slopes 2:12 to 4:12, one layer above that.
