Roofing and Storm Claim Work in Chesterfield, MO

The short answer: Chesterfield's roof permits come from St. Louis County, not the city, since Chesterfield contracts out permitting and inspection. Emmendorfer Exteriors, family-owned in Union since 1990, handles the county's rules directly and leads with storm claim support given the value and complexity of Chesterfield roofs.

Chesterfield sits among the higher-value housing in the metro, which changes two things: which materials are worth considering, and how hard it's worth pushing on a claim's scope.

We come to Chesterfield from Union. Matt Emmendorfer started the company in Overland, in St. Louis County, in 1990, then moved the shop to Union in 2003, a metro family working back into the metro. Four manufacturer certifications, in-house crews, Tom Emmendorfer running the insurance side of a claim personally: what travels here. No local office, and we're upfront about it.

Local proof

Why Chesterfield homeowners call us

  • We know the permit doesn't come from the city.

St. Louis County handles Chesterfield's roofing permits. Most contractors don't know that until they're stuck.

  • Four manufacturer certifications,

so we match a premium shingle or standing-seam metal to your home, not to one brand's warranty.

  • Tom meets your adjuster on the roof,

not just files paperwork, on every storm claim.

  • Roofing the metro since 1990.

The permit comes from the county

Chesterfield contracts with the St. Louis County Department of Public Works for permitting and inspection, while the city separately handles zoning approval. Call City Hall about a roof permit and they'll point you to the county.

St. Louis County's own re-roofing rule: a permit is required if the slope is under 4:12, more than 25 percent of sheathing needs replacing, the material is changing, or the board sheathing needs panel sheathing.

No permit for a like-for-like shingle job on a 4:12-or-steeper roof, the reverse of what applies in O'Fallon and most of St. Charles.

Many West County subdivisions also carry trustee or architectural review requirements on roof color and material, running on their own timeline separate from the county permit. We'll flag it if it applies to your address.

What Chesterfield roofs are up against

Chesterfield incorporated in 1988, about 33.8 square miles, 2020 population 49,999. On May 16, 2025, the National Weather Service logged 1.00-inch hail two miles east of Chesterfield, 1.50 inches northeast, and 1.25 inches near Town and Country. Larger, more complex roofs common here mean more slopes exposed and more places an adjuster's first scope can miss something.

Chesterfield Valley, rebuilt behind the Monarch-Chesterfield Levee after the 1993 flood, is now a major commercial corridor including Spirit of St. Louis Airport, a genuine fit for our low-slope and commercial work.
